Really,(I know I'm picky), in the documentation you write "The precise
semantics of to-navigation are not clear. This value is currently ignored by
XMLmind DITA Converter." that's not the same...

I know dita spec is "sometime" not very clear. In italy, we say "aria
fritta" that is something like "useless theoretical fluff" ;-). This is the
reason why I can be sure now that you'll never enhance/fix ditac...that
sections are very fluffy! no matter how many times you will read them! :-( .
I only suggested a different (but consistent) way to implement them.

Have a good read of the fluffy spec;-) !!
