I did a quick test using the XSL Utility to see how changing a few of the
XSLT stylesheet parameters would work in my resulting PDF file.
I changed base-font-size to 12.
I added paper-type as letter.
I added prepend-chapter-to-section-number as no.
I made no changes to number as all.
The resulting PDF file showed none of these changes.
What might I be doing incorrectly?

Well, I did the same changes (see attached screenshot) and I indeed saw the corresponding changes in the PDF file.

My diagnostics are:

* It's base-font-size = 12pt (you forgot "pt")

* It's paper-type = Letter (starts with a capital "L")

* More subtle: prepend-chapter-to-section-number = no is the default value, so you cannot see any change. Morever, this setting applies only to *bookmap*s. That is, plain DITA maps are considered by DITA Converter/XSL Utility to contain only nested sections.

We recommend that you click the "Documentation" link found in the "Edit Conversion specification" dialog box (see attached screenshot) and that you copy/paste the property name and property value from the Web browser to the dialog box.

Note that, fortunately, all these settings are done once for all.
