Please note that DITAC-2_1_0.zip is XMLmind *DITA* Converter (DITAC = 
_DITA_ _C_onverter) and not XMLmind *XSL-FO* Converter.

Yes.

No.

XMLmind XSL-FO Converter is included in XSL Utility. Therefore, you 
don't strictly need to download xfc_perso_java-4_6_0.zip.

XMLmind DITA Converter is also included in XSL Utility. Therefore, you 
don't strictly need to download DITAC-2_1_0.zip.

In fact, both DITAC-2_1_0.zip and xfc_perso_java-4_6_0.zip are low-level 
command-line tools and their distributions contain resources for developers.

For example, it may be handy for you to have a local copy of the 
documentation of XMLmind DITA Converter and also, its distribution 
contains the custom_fo.xsl file we talked about.

Now, if you prefer to use the online documentation and the online copies 
of resources such as custom_fo.xsl, then you don't need to download 
DITAC-2_1_0.zip.
