It's quite common in technical and software documentation -- various
install, user and administration guide. I bet that this numbering was
default in Framemaker and people transitioning to XML toolchain want to
preserve this.

AFAIK XEP supports it in the recent releases as well. I'm not sure about
FOP. Also this feature can be implemented even without fo:folio-prefix
but it's more work as prefixes has to be added manually to all
references as well.

Understood, but as the feature is disabled by default you can issue
warning is someone enables it and uses FO processor that doesn't have
support for it.
