Your references to:

* common/vars/en.xml

* <variable id="XXX">

seem to indicate that you are *not* using our own DITA processor: 
XMLmind DITA Converter. See http://www.xmlmind.com/ditac/

My guess is that you are using the DITA Open Toolkit. We have stopped 
using this software a few years ago, so we cannot answer any of your 
questions about it.
