chain-topics=yes already implements this feature, though in a  way which 
is visually different from the above one.

We exclusively use the DITA 1.2 specification:

to implement XMLmind DITA Converter.

Sorry but the answer is no. Unless, of course, you refer to the DITA 1.2 
specification to point us to the section where the above behavior is 
explicitly described.

Meanwhile, XMLmind DITA Converter being open source software, why not 
try to implement this feature yourself by extending the XSLT 
stylesheets? This should be pretty straightforward to do.
