No. This is almost never needed for DITA tables which are truly semantic 
tables (borderless tables are generally used to perform layout.)

More precisely:

Simpletables are, well, simple tables and as such, are expected to 
always have borders.

On the other hand, tables (that is, CALS tables) have attributes (frame, 
rowsep, colsep) which can be used to fully control the borders around a 
table and and its cells.
