Simply unpack (using for example free 7-zip; http://www.7-zip.org/) patch_ditac2_5_xsl.tar.gz in ditac_install_dir.

Doing this will overwrite the following files:

xsl/fo/table.xsl
xsl/xhtml/table.xsl

No. However, I don't think that many persons use the scale attribute. I've myself never used it in my own documents (the different font size makes the table look strange).
