There are basically two kinds of DITA maps, the plain DITA map and a
bookmap. Only <bookmap> has a <backmatter> element.
If I simply add a last page in the
ditamap with Information, the Index, which is created as backmatter will
be the last page(s).
I strongly encourage you to port your plain map to a <bookmap>. This
way, you'll have fine-grained control on the structure of your PDFs.
Notice that in the snippet I've sent you the <notices> element (found
only in a <bookmap>) is *after* the <index>:

<notices href="notices.dita" navtitle="Legal notices"/>
<booklists>
<!-- Index or other lists -->

So it must be the hard way around XSLT. Any hints on where to start - or
is it outside the scope of your help?
No, I don't encourage you to do that. (Instead what I've suggested above
works just fine.) And yes, it's out of the scope of normal support.
