No. I don't see any problem with what you did.

Here's a picture of my preprocessing options, where I've added svg as a
format to copy to the output images/ folder:

Here's a montage showing the file explorer (output directory); the Web
help with the "missing graphic" indicator; the Web help source which
seems to be pointing to the .svg file visible in the file explorer.

In the screenshots you sent us,
1) the genererated HTML correctly references images/tankTimerFlow_01.svg;
2) the file explorer shows that the images/ folder contains tankTimerFlow_01.svg.

Therefore our software does *not* seem to be the cause of your problem.

You can test this by yourself by opening the following Web Help page in your Web browser:

http://www.xmlmind.com/ditac/_distrib/doc/manual/webhelp/media.html

(a Web browser supporting HTML5 is required to correctly render the above page.)

I do understand that whatever is going on is peripheral to XXE, but if
you have any tips or insights that would help me generate Web help that
does include/link the graphics it would be appreciated!

I've tried to reproduce the problem by configuring XXE like you did and it worked fine for me.

However I opened the generated Web Help in Google Chrome and in Firefox, and not in Internet Explorer. Note that old versions of Internet Explorer (v8 for sure; probably v9 too) do not support SVG at all.

So In order to help you more, I need:
a) the exact version of Internet Explorer you are using;
b) one of your SVG files (e.g. tankTimerFlow_01.svg). Please send me this file privately (mailto:[email protected]).
