as you probably already know from all my previous emails i have
embedded the DITAC in Eclipse for our purposes.

Our software generates ditafiles and a generated ditamap to reference
them.
In the embedded version with this command line set

    ...
    "-frontmatter", "toc,figurelist+tablelist",
    ...

if the generated ditamap does not reference a figure (simply because one
is not required) when the DITAC Renderer is run a PDF document is not
generated. We are using Apache FOP for renderering

If i run the XMLmind XSL Utility with these options set
[XMLmind XSL Utility SCREENSHOT HERE]

a PDF doc is rendered for the ditamap without any problems.

Is there a way to set "frontmatter" command to generate a PDF document
regardless of whether a figure exists or not for the embedded converter?

"a PDF document is not generated". What does this mean exactly? An exception is raised? An error is printed on the console?

If you want us to be able to help you, then you must really file a formal bug report conforming to what's described http://www.xmlmind.com/ditac/support_policy.html
