This issue seems to be caused by a bug in IE 11, also found in Edge
(which is strange). This resembles the following bug:
"Internet Explorer 11 ignores list-style:none on the first load"

There is no simple, clean CSS workaround.
We had to modify our runtime "wh.js" in order to replace in function
whWriteTOCEntry():
document.write("<li>");
by:
document.write("<li style='list-style:none;'>");
If you want you to test this quickly, you can make the same change
directly inside the "minified" copy found
"<ditac_install_dir>/whc_template/_wh/wh.min.js".
Just make sure to save "wh.min.js" as an UTF-8 text file.
The workaround (cleanly implemented of course) will be available in next
version of XMLmind DITA Converter, XMLmind XSL Utility, XMLmind XML Editor.
