Board resolutions to create new committees (like D&I [1]) have only a
high-level description of the goals of the proposed committee.  It's
important for Directors to understand what they're voting on, so it's
helpful to have a focused thread where we can reflect back what the
Directors understand of what's being proposed.

Personally, I see the D&I President's committee proposal very similarly
to what the people volunteering to do the work have been actively
working on here on diversity@, so I'd like to include them here.

I would like to see (and have volunteered to help):

- A plan and framework [2] for the work D&I volunteers want to
accomplish.  (Hopefully we can get more productive participants in
fleshing out that draft).

- Re-running the previous Committer survey [3] to get an updated
baseline on our existing demographics.  The last one in 2016 showed we
were not representative compared to the larger software industry.

- Provide FAQs [4], a terminology guide, and a framework for how we can
discuss complex issues thoughtfully and with shared terms in a context
that makes sense for Apache style communities.

There are many useful scholarly papers and corporate guides on "How to
run a D&I program".  But the majority of them explicitly focus on a
traditional corporate hierarchy, which fits neither our organization nor
the ways our volunteer communities communicate.  I hope D&I volunteers
can come up with an equally good playbook that is both structured to our
organization and explained in terms that fit with our communities.

- Provide materials and guides from all the above that any of our
projects can choose to use if they want to run their own D&I
initiatives.  That would be both a website as well as slide decks and
other re-useable bits that projects can pick and choose from when needed.

- (I hope!) Get a volunteer track chair and CFP submissions for a future
ApacheCon to make a welcoming and inclusivity track alongside the
always-popular Community tracks.

In terms of organization, I firmly believe in what many ComDev PMC
members explicitly voted to recommend to the board, which is a D&I
President's committee.  I look forward to voting on that resolution this
coming week at our monthly board meeting.
