FWIW, in the last year or so the Board and Incubator PMC have recommended that projects create "community guidelines" rather than bylaws. It might just be a name change, the content is probably similar but I think it's a useful way to clarify that https://www.apache.org/foundation/bylaws are what really govern ASF projects, and there's no need to reinvent what's already there.
