Yes.
If the latter, is there a convenient name for the protocol(s)
described in that individual submission draft?
It's called draft-merrells-dix-00.txt, or for shorthand I call it dmd0.
(Note that pre publication I called it dmd1, because I'd forgotten they
are numbered from zero... silly me.)
