0.9.23.0.  Making browser cookies persistent turned out to be easy.  So
I have it remembering the splitter position and where you were in the
menu tree on the left between starts. It now also remembers width and
height, but not position. This part needs to be done carefully because
you could change or remove monitors in-between starts and we don't want
the window to get positioned off screen in such a case.  (Just a little
more code and testing).
