One thing I noticed ...
your files are not the same size as mine.
I had expected them to be 1 byte bigger because of echo inserting an
alignment function.
However, one is smaller because the double-quote did not get copied in.
I do not know if it will make a difference ... but just in case ...
Set things to stop Jivelite (pCP web interface, no autostart, reboot)
Then
echo settings = {locale="EN",} > SetupLanguage.lua
sudo chown root SetupLanguage.lua
mv SetupLanguage.lua .jivelite/userpath/settings/
