Traditionally, the two letter locale is used for the most common
location where the language is spoken and a country suffix is appended
for dialects (e.g. fr and fr_CA, es and es_AR). Only in cases where
there is no definitive "natural" home (e.g. en) or sometimes for IT
historical reasons (zh_TW, zh_CN) are suffixes added in all cases.

Browsing around a bunch of other projects, there seems to be no
completely clear pattern emerging here, although one good reference is
the Debian PO file summary, where there are more fa.po files than
fa_IR.po files (and no fa_XX.po files for any other dialect).

Given this situation, I think we can leave fa as it is and if anybody
wants to add dialect versions from other countries, we can incorporate
those with country suffixes.
