I would start with sketching out some mock ups (website or app?) and deciding how many of oscars out-the-box ecomm features you need and work out if it would be better building the whole thing from scratch. The mapping features will need some heavy customisation, you could use stripe connect for marketplace payouts. What would be the workflow for uploading news articles and delivering them to the customer after the purchase? There are probably too many unknown variables to give you a good answer past the first 2 sentences.
