Is there any way to see what data is stored in a given throttle cache, or 
to query for current hit counts for a given accessor? 

I see the throttle keys in redis, but if I try to display one, it's encoded 
or binary data. 

Are there are any plugins, libs, snippets or techniques I can use to access 
this data? Right now it's just a matter of waiting for someone to hit the 
limit and then reacting to that.
