#3336: Link to Ticket System on "Community" page is broken

The link to the "Ticket system" on the
[http://www.djangoproject.com/community/ community] page (under "Get
Involved" in the right sidebar) links to
http://code.djangoproject.com/newticket which now requires TICKET_CREATE
privileges under the new ticket triage system. The result is an error
message.
The link should point to http://code.djangoproject.com/simpleticket
instead.
