The title here says the behavior contradicts the documentation; I don't think that's true, the documentations says the email will be sent "to site staff", which is an accurate description of `settings.MANAGERS`, if not very specific. I think it's reasonable to be able to control who gets these emails at a level specific to `contrib.comments`, though I doubt that we'd want to query the database for this information. On a different not, I really think `contrib.comments` is a prime candidate for spinning out into a standalone project.
