I suspect this is partly because [4919] has exposed a bug in
smart_unicode(). We should be treating all str instances as UTF-8 encoded,
as per PEP 263 (settings.DEFAULT_CHARSET doesn't play a role there).
Before I can fix that, I need to fix form input handling so that the only
bytestrings we have floating around in newforms are UTF-8 strings. That is
work in progress. Then I'll make it work with oldforms.
