Comment:
The validator framework is deprecated functionality at this point, so we
aren't adding any more features to it. What I've done is removed the
documentation for the non-existed !RequiredIfOtherFieldsNotGiven and
merged in alang's documentation for !RequiredIfOtherField[s]Given.
