`django.utils.functional.memoize(func, cache, num_args)`:
* lacks tests
* should raise exceptions when provided with illegal arguments (`func`
must be a function, `cache` a dict, and `num_args` a positive integer)
* should raise an exception if any of the arguments of `func`, which are
used as dictionary keys, is unhashable
