#21635: "manage.py test" ignore --settings option

 I just bumped into this:
 http://stackoverflow.com/questions/7529666/django-test-runner-ignoring-
 the-settings-option

 Note that "./manage.py runserver --settings=foo" works fine.
 When it comes to "./manage.py test --settings=foo" the "foo" module is not
 even imported.

 I'm using Django 1.6.1.
