UPDATE: I realized after my last comment that the version of GEOS included
with the Windows PostGIS installer is an older version. The API in the
packaged version does not contain some of the methods that GeoDjango
depends on. I spent a bit of time trying to build the latest GEOS via
both Cygwin and MinGW/MSYS but have not been successful yet.
I will update if I discover or come across any straightforward
instructions for building GEOS 3 on Windows (preferably without requiring
Visual Studio).
