#4445: DecimalField does not work in Python 2.3 due to bad import

{{{oldforms/__init__.py}}} incorrectly attempts to fall back on
{{{django.utils.decimal}}} in Python 2.3 instead of
{{{django.utils._decimal}}}, resulting in !ImportError.
Simple patch is attached.
