This looks to my newby eyes like a re-emergence of #7518.
I got no request to create super user when I first ran migrations on my
new 1.7rc1 project. Then when I specifically ran the command, I got
'unknown command' and was advised to check help. Then I went googling and
found the fix, so I thought I should also report it here.
