New description:

I upgraded from 1.4.20 with "pip install 'Django==1.4.21'", and the
install created a "django" directory in the root of the virtualenv and put
all the templates and locale files under it, thus breaking the admin.

Running "pip install 'Django==1.4.21' --no-use-wheel" worked for me.
