Comment:

 I couldn't reproduce against master and 1.8.4 on Python 3.4 with SQLite
 with the following steps:

 1. Create an app with a single model with a decimal like specified above;
 2. Create the initial migration for the app and run it;
 3. Change the model field like specified above;
 4. Create the new migration and run it.

 Which database backend are you using?
