#25721: Allow dynamic raw_id_fields in admin system check (admin.E001)

I've defined the raw_id_fields of my ModelAdmin as a @property that
returns a list or a tuple and the admin check E001 doesn't like this. I've
silenced it locally but I'm not sure why this wouldn't be allowed.
