Fixed #25971 -- Made BrokenLinkEmailsMiddleware ignore APPEND_SLASH
redirects.
If APPEND_SLASH=True and the referer is the URL without a trailing '/',
then
BrokenLinkEmailsMiddleware shouldn't send an email.
