Whenever one of the core developers (probably Malcolm) get around to it.
All I'm doing here is just flagging that the ticket doesn't seem to have
any glaring problems, and it's up to one of the cores to merge it in
(standard disclaimer here that everyone's a volunteer and has a personal
life).
Usually translation patches go in quickly, but everyone's been off at
OSCON and are still travelling/recovering.
