There's nothing particularly special about using migrations to load
initial data. Migrations are executed for all test runs as part of
creating the test database. I wouldn't use migrations to load test-
specific data. For Django's test suite, we use the ORM and
`TestCase.setUpTestData()` for that. Do you want to write up some
clarifications based on those suggestions?
