pip uninstall traitlets
not sure what it is or how it was involved, maybe indirectly via
~/.pythonstartup.py
completely new user, completely new installation via
`pip install django`
`django-admin startproject poll`
`django-admin runserver --settings=poll.settings` works
`django-admin runserver ` doesn't work
this ticket can remain closed
now add scaffold/generators and I'm happy newbie;)
