#29261: Clarify the reason for LICENSE.python

 Currently there's no explanation provided for the existence of
 LICENSE.python, and this occasionally causes confused emails to the DSF
 asking if Django is dual licensed, or somehow not BSD licensed. There
 should probably be a note in LICENSE.python explaining exactly what it
 covers, and a note in the documentation explaining it as well.
