#29909: Django tutorial instructs the reader to create a 'static' directory and
reload the webpage without restarting the server

At the end of the [https://docs.djangoproject.com/en/2.1/intro/tutorial06
/#customize-your-app-s-look-and-feel Customize your app's look and feel
section of Django tutorial 06] the reader is instructed to create a static
directory in the polls app and populate it with a stylesheet:
polls/static/polls/style.css
The tutorial then instructs the reader to reload
https://localhost:8000/polls/ to see the change in effect.
Since my server was still running at the time, I observed a 404 error:
[31/Oct/2018 21:00:38] "GET /static/polls/style.css HTTP/1.1" 404 1669
The tutorial could be improved if it would hint the reader to restart the
server if it is still running.
After restarting the server, I observed:
[31/Oct/2018 21:00:46] "GET /static/polls/style.css HTTP/1.1" 200 99
