 The end of upstream support for PostgreSQL 9.4 is December 2019.
 Therefore, Django 3.0 (released in December 2019) may set PostgreSQL 9.5
 as the minimum version that it supports. Also drop support for PostGIS 2.1
 since it isn't supported on PostgreSQL 9.5.
