 The temporary solution is a classic three-step migration:
 1. Create a new column with the desired type.
 2. Copy values from the legacy column to the new column with a data
 migration.
 3. Delete the legacy column (and maybe rename the new column if you want
 to get back to the initial column name).

 Similar to #28809.
