#35049: Drop support for GDAL 2.4

 GDAL 2.4 was released in December-2018. Therefore by the time Django 5.1
 is released it will be more than 5 year old and so support can be removed.

 GDAL 3.0 will become the lowest supported version which was released in
 May-2019 with the final release in this series (3.0.4) being in Jan-2020.
