For anyone following this issue, this patch fixes things in my scenario:
https://github.com/django/django/pull/18083
Basically just calling InitSpatialMetaData() rather than
InitSpatialMetaDataFull() specifically for spatialite 5.0.1, and now tests
run successfully.
