It should go far beyond what's outlined in InstalledAppsRevision. There's
a lot to gain, e.g. no more magic in models autodiscovery, app
dependencies etc. Apps should be packaged as eggs and the setuptools
config structure `setuptools.setup` should be extended in Django-specific
way. I'll eventually write a spec draft and bring it up in django-
developers after 1.0 is out.
