 I run into the exact same issue as the OP on regular basis:
  * rebasing migrations
  * cleaning up local migrations before PR.

 Running tests with `--keepdb` always, and the adding `--createdb` as
 needed, this looks to me like a very natural thing to do.

 Can we reopen this ticket? Would love to hear from Mariusz whether his
 mind has changed by the replies above and/or a Fellow.
