And yet... under the Compact of Free Association they are still -- though
sovereign -- "associated states" of the US. Which makes things somewhat
trickier because we are currently including other states which have
varying degrees of trustee or protectorate relationships/agreements with
the US. Bumping to DDN, though a more correct stage would be "diplomat
needed".
