You're not understanding how those methods are intended to be called: an
app that wants to provide custom comments provides its own app; you'd
call, for example, `get_comments_app().get_form()` -- this would return
`COMMENTS_APP.get_form()`.
Either way, though, `COMMENTS_APP` is a hook designed for the future; the
goal of comments in 1.0 is to *work*. Extensibility comes next.
