#8926: INSTALL refers to docs/install.txt which doesn't exist in tarball

The file INSTALL (at the top level of the 1.0 release tarball) refers
users to docs/install.txt for more information. However that file doesn't
exist in the tarball. It should refer to docs/intro/install.txt, or better
yet the full install guide, wherever it may be found -- instead of the
quick guide which is of little help to those with questions right off the
bat.
