Yes, it's an internal setting used by the
[http://code.djangoproject.com/browser/django/trunk/django/db/backends/oracle/creation.py#L280
Oracle backend]. The docstring on `run_tests` is stale, however, and I'll
update it with more recent information when I'm in the area.
