I rather suspect this is going to be some oddness in the models, admin
defs, or install. We have plenty of evidence of the admin working fine
with 1.1 beta so without more information it's going to be hard to figure
anything out. Moving out of 1.1 milestone pending, at least, new
information which shows this is a critical show-stopper type of bug.
