A note about the added test case: I removed previously existing locale/en
files to show what's the problem. The previous test which used to use them
did so for no good reason.
Current Django documentation does not encourage users to make en -> en
translation files anyway, as they are unnecessary (unless you're trying to
work around this very bug by providing no-op translation files).
